[systemd] Prevent ssu startup when system is shutting down. Contributes to JB#24120

We need to map the dbus service file to systemd service file in order to
be able to prevent dbus activation of the service when system is for
example shutting down.

[ssu] Drop boardname support from ssu. Fixes JB#22308

Boardname has not been used in a long time and all other components
dropped the support months ago. After dropping this from ssu the
boardname package is no longer installed to the images and executed
during startup etc.

The ssu CLI has been non-RnD specific for ages, get rid
of some more legacy stuff

This avoids a circular dependency between QtSystems and ssu.

Fallback to /etc/machine-id and some other files if IMEI cannot be
retrieved from ofono, and normalize just like previously.

New package ssu-network-proxy-plugin provides ssu-network-proxy,
which is required by ssu.
