[mce] Implement dbus interface for enabling & disabling proximity sensor. Contributes JB#50736

New dbus method are avalable on condition that on-demand proximity sensor activation:

  • req_proximity_sensor_enable - enable proximity sensor.
  • req_proximity_sensor_disable - disable proximity sensor.

Check out, review, and merge locally
