[makefile] Optionally build without autoxxx tools

Full rebuilds using autotools & co are painfully slow.

Add Makefile.custom that allows rebuilding almost 10 times faster.

Can be optionally used for rpm builds too by executing:
  ln -s Makefile.custom Makefile
